The All gTLD figure is the number of unique gTLD domain names hosted on identified registrars and resellers associated with the country.

The Local figure is the number of gTLD domain names with websites hosted in the country.

The External figure is the number of gTLD domain names with websites hosted outside of the country.

The Sites (IP) figure is the number of gTLD websites identified on IP addresses associated with the country.

It is based on identified registrars and resellers associated with countries. Most registrars and and resellers tend to be highly localised. The spreadsheet looks a lot better so apologies for the formatting.

I haven't run a Web Usage study on the websites yet.
