It does not separate network admin traffic from service content traffic. It's common practice in telecom networks to build better, more robust failsafe mechanisms into their networks. Conclusion: It's unlikely that the DNS system has anything to do with Facebook's outage. Facebook simply needs to improve it's networking infrastructure. That's definitely not an ICANN issue.
