I would break this down to a few separate (but interrelated) streams: -1. What is ICANN and why does it exist? 0. The "geography" of ICANN (what's what, who's who, who's where) 1. How policy development works in ICANN 2. Becoming an effective participant in ICANN policy development (and all the different ways you can contribute) 3. The big issues from the beginning until now 4. The hot topics from now into the future 5. Ongoing PDPs and implementation efforts The tendency is to jump in around #4, which is kind of where Joanna's list sits. But that's hard without a foundation. -1 and 0 are necessary in the big picture, you could get away with starting with 1 and 2, which are really about the process, but not the substance of policymaking. At that point 3, 4 and 5 look very different. Instead of being spectators and considering this a policy briefing like you might get from Diplo, etc., the audience sees that they are (or could be and should be) participants. And that this -- above all (in my opinion) -- is the reason to be at ICANN in the first place. Just my 2 cents.... Good afternoon: I would not differ substantially from Greg's taxonomy of the issues, but I would point out that, referring at least to the topics -1, 0, +1, and 3, there is already a substantial literature. I rather doubt that it would be possible to cover all that in a single Kobe session. Perhaps a reading list? Regards CW

Dear Sébastien, strictly speaking, probably not a good program for ATLAS III itself, but for the ICANN learning ahead of ATLAS III. Some material is already covered in ICANN Learn. But by the time participants will reach Toronto, they will be expected to have gone way beyond the basic questions like "What is ICANN". -1. What is ICANN and why does it exist? Already covered by existing ICANN learn courses. 0. The "geography" of ICANN (what's what, who's who, who's where) Already covered by existing ICANN learn courses. 1. How policy development works in ICANN Already covered by existing ICANN learn courses. 2. Becoming an effective participant in ICANN policy development (and all the different ways you can contribute) Partly covered by existing ICANN learn courses. Many outreach presentations have been developed too with a few slides about this. 3. The big issues from the beginning until now That's historical and nobody has done anything like this so far. There is an ICANN history project https://www.icann.org/history which has been progressing at a snail's pace, probably victim of ICANN's budget cuts. An At-Large perspective needs to be fleshed out by the veterans. (you know who you are) 4. The hot topics from now into the future That needs to be developed, from an At-Large perspective. 5. If you're not fond of ICANN Learn, there are also the ICANN Beginner's Guides https://www.icann.org/resources/pages/beginners-guides-2012-03-06-en , which are strangely still linked to ICANN Front Page (Get Started) although they have been elaborated in 2012-2013 and some of the information there is outdated. I find it baffling that ICANN is not taking more care into explaining what it does. Perhaps this is one of the questions we need to ask Göran about. as promised during our last call, here I am with a kind request for your consideration: as the newly appointed co-chair of the Capacity Building group (together with Alfredo Calderon) I would like to ask you to consider holding a policy development workshop for our members in Kobe.
We thought it might be helpful to get our members introduced to the specifics of policy development: how it works, what it means, how to get involved. This session could also include an insight into current At-Large policy priorities. To give you an idea of what might be considered, the specific themes mentioned in the current CB draft strategy include: 1) balancing privacy and security; 2) jurisdiction (building upon the work of the CCWG-Accountability Work Stream; 3) changing business models that impact IG processes (including but not limited to new gTLDs); 4) safe use of social networks or secure internet; 5) accessibility (in the narrow sense directly linked to the core values) and, potentially, 6) algorithms, AI, fake news and contractual compliance (if can be linked to the core values).
The session could focus on those broad themes important to users or directly on policy consultations that are/will be currently open to guide the participants directly into the practicalities of policy work.
Looking forward to hearing your thoughts here on the list or during the next call.

If you're not fond of ICANN Learn, there are also the ICANN Beginner's Guides https://www.icann.org/resources/pages/beginners-guides-2012-03-06-en , which are strangely still linked to ICANN Front Page (Get Started) although they have been elaborated in 2012-2013 and some of the information there is outdated. I find it baffling that ICANN is not taking more care into explaining what it does. Perhaps this is one of the questions we need to ask Göran about.

The tendency is to jump in around #4, which is kind of where Joanna's list sits. But that's hard without a foundation. -1 and 0 are necessary in the big picture, you could get away with starting with 1 and 2, which are really about the process, but not the substance of policymaking. At that point 3, 4 and 5 look very different. Instead of being spectators and considering this a policy briefing like you might get from Diplo, etc., the audience sees that they are (or could be and should be) participants. And that this -- above all (in my opinion) -- is the reason to be at ICANN in the first place.

For a single session at Kobe ( will it be h60min or 90?), I would choose #1-4. It all depends on the amount of time available. I agree that the people attending would probably have some base knowledge. I am currently preparing a slide set on ICANN for a local university class on internet governance (60min). I will cover a bit of history (how we got here) and an explanation of ICANN's remit. Then go directly to topics of interest -- hot issues -- in this case it will be geonames, privacy and data protection and jurisdiction. Then to the multistakeholder system and how we attempt to deal with these issues in that context. Finishing with ways that people can get involved, get more info, etc. That will hopefully leave some time for questions. I have worked as a sessional and have done lots of guest lecturing. It is always a process of honing the message. I will be interesting to see how this format works. I would not recommend Greg's -1 and 0 for valuable f2f time. Maybe if the objective is to reach a wandering itinerant lot of locals at Kobe, then yes. Here's the thing though. That kind is not ordinarily attracted to policy work, it being the ultimate objective here. In my view the f2f must be reserved for activities that hard sell the WG concept and the active WGs. I can speak authoritatively for the folks who participate from the Caribbean specifically and maybe, with an outward reach, the Global South. They tend to be, by education and practicum, already hip to the baseline; take a quick scan of the typical profile. In fact, it makes sense to accept that their very presence in the conversation signal this baseline knowledge.
