Dear All, The webinar on the ICANN Grand Program Implementation Update will be held on 1 December 2022 at 15:00 UTC. Please see this ICANN Announcement for further details: https://www.icann.org/en/announcements/details/register-for-the-icann-grant-.... Thank you. Has anyone considered whether this grant can be applied to an At-Large supported project? The following background information seems relevant to the question above ... 1) "The ICANN Grant Program is based on the recommendations in the Final Report <https://community.icann.org/download/attachments/63149512/New%20gTLD%20AP%20...> of the Cross-Community Working Group on New gTLD Auction Proceeds. The community's recommendations were adopted <https://www.icann.org/resources/board-material/resolutions-2022-06-12-en> by the ICANN Board in its 12 June 2022 resolutions. The Board directed ICANN org to produce a preliminary implementation plan in line with the ICANN Board Scorecard <https://www.icann.org/en/system/files/files/scorecard-ccwg-ap-final-recommen...> within 120 days. We are impressed with the depth of planning by ICANN org within this timeline." ... and from the final Cross-Community Working Group on New gTLD Auction Proceeds report ... 2) CCWG Recommendation #3: The CCWG agreed that specific objectives of new gTLD Auction Proceeds fund allocation are: - ● Benefit the development, distribution, evolution and structures/projects that support the Internet's unique identifier systems; - ● Benefit capacity building and underserved populations, or; - ● Benefit the open and interoperable Internet5. New gTLD Auction Proceeds are expected to be allocated in a manner consistent with ICANN’s mission. 3) CCWG Recommendation #8: The CCWG did not reach consensus to provide any specific recommendation on whether or not ICANN org or its constituent parts could be a beneficiary of auction proceeds, but it does recommend that for all applications the stipulated conditions and requirements, including legal and fiduciary requirements, need to be met. Hi David, The auction funds usage was decided in a CCWG, the result of this CCWG was to use them as a Grant Program. The Board approved the results of the CCWG, and now the Org is trying to implement the Program. The email is for an invitation to hear from Org on how they are implementing the Program. After the webinar, the OFBWG or the CPWG should have a discussion in the proposed implementation, to check if it is according to the results of the CCWG, and yes, if projects fromAt-Large can be submitted for Grants approval. David, I'm not sure I understand what you mean by an "At-Large supported project". It has been a long time since the CCWG now, but my recollection is that there is no prohibition on who can apply for a grant, but that entity must be a legal entity (ie can sign contracts). That rules out some parts of ICANN actually applying which don't have any legal status in their own right. An example of what you have in mind might make it easier to give a more definitive reply. Hi Alan, I don't have a specific project in mind at the moment. I'm merely exploring the idea of whether or not there's an opportunity for money from the future grant program to be used by At-Large in order to pursue At-Large business as defined by the following ICANN bylaws ... 12.2.d.x (B) Keeping the community of individual Internet users informed about the significant news from ICANN; (C) Distributing (through posting or otherwise) an updated agenda, news about ICANN, and information about items in the ICANN policy-development process; (D) Promoting outreach activities in the community of individual Internet users; (E) Developing and maintaining on-going information and education programs, regarding ICANN and its work; ... IF At-large business, as defined in ICANN bylaws noted above, overlaps with objectives found in CCWG Recommendation #3 AND IF the At-Large Advisory Committee (or a sub-group within At-Large) is eligible to receive grant money THEN It might make sense to initiate an At-Large activity to pursue this opportunity IF NOT There's nothing to be excited about here, and it's time to move on. :-) Cheers, David On Fri, Nov 18, 2022 at 4:53 PM Alan Greenberg <alan.greenberg@mcgill.ca> wrote:
