The only part that needs a bit more explanation/discussion is the final sentence in #4 , achievement:

“Once established and operational minor changes to Service Levels can be made  according to the new procedure.”

Once the new process is in place (which requires an amendment of the IANA Naming Function Contract),all changes will be according to this new process, and CSC and PTI may agree on a change of a Service Level metric without a full public consultation round provided the change does not impact the direct customers.

An example is the technical test listed in the latest CSC Findings report  (included).
