Minor point: a non-native speaker like me can’t parse the double negative of the second sentence on page 5 under Method of review.
As stated, the CSC
Charter nor other documentation does not specify what it means by, or how to measure, “effectiveness”.
Maybe say “As stated, neither…nor [any]… specifies…”
