I think that your analysis is right, Donna.  Given that the Charter does not say anything about no travel funding, we can’t really take it out.  And – given that there are a lot of considerations to be considered – saying something about travel funding being allowed would need a lot of caveats, including on who makes the decision and on what grounds.  Underlying this, I also still believe that travel funding should be the exception, not the rule, and should certainly not be automatic.  In addition, I’d see a difficulty with telling bodies (ccNSO, GNSO, ICANN, PTI) to fund and more of a difficulty if funding came from ICANN or PTI because of a possible perception of capture.

The idea of a recommendation in the report works for me, but my current feeling is that we would need to make clear that funding is a special case to ensure that the registry community is properly represented on the Customer Standing Committee.

Hi All

I’d really like to hear from everyone on the question of Travel Support for the CSC.

Personally, I’m reluctant to codify travel support into the Charter because I don’t think this is the appropriate place to do so.

However, I do think we could make a strong recommendation in the report that the restriction on travel support be lifted in light of the success of the CSC and that the CSC be encouraged to seek travel support through the ICANN budgeting process or whatever the appropriate mechanism is.
