I think that, because this is a "Community Agreement" and there are references to the three communities, it was thought best to keep this reference.  There have been no objections from the numbers community reps (or anyone else).

CWG Legal counsel is reviewing both ICANN and the EC as potential signatories.  I don't believe ICANN legal has been asked about either, but they probably should be asked.  I'll take that up on the Client Committee list.
