Perhaps you meant the CSC and not the PRF as i think PRF (ICANN) is the entity awarding contract to PTI hence PTI is subject to PRF as the
contractor. So if there is any escalation to be done as it concerns IANA operations in relations to names, it has to be CSC escalating to PTI.
So PTI will sure need some level of MS. IANA issue escalation that may get to PRF will be those that have been independently filed due to gross miss-conduct/non-performance
from PTI as the IANA manager.
