Correct. Initial drafts were produced from the IETF.
We (the CWG and Sidley) reviewed these and Sidley responded with revised
drafts.
These are the "final" revised drafts at this point.
But they have not been discussed in any detail with the other communities.

Just to be clear, by "final revised drafts" this means "the position that we
have come to with which we want to negotiate with the Trust and the other
OCs", right?  Because I think I can state without fear of contradiction that
some of the proposals contained in here are considerably more controversial
than others.
