One key element of the CWG-Stewardship proposal (section 155 on pp 29-30) that does not seem to be captured here is the responsibility of RZERC to get wider input and draw on the expertise
that does exist in the community.
So in “3) The standing committee will not necessarily be the group that considers the details of the issue under consideration, but
it will be responsible for ensuring that those involved in the decision include all relevant bodies and have access to necessary expertise.” (my emphasis) my understanding was that in all cases the RZERC members need to engage in their communities to
finalise their advice.
I am sure that highly professional members of such a committee won’t need telling about the need for wider discussions, but it does sometimes happen that something is so exciting and
interesting to people that the answer is obvious. This understanding might need a bit more explanation to those who are “not in the room!”
