How to define "have a strong overall understanding of the Root Zone"? 

Does that mean the Appointee must be a technical guy who is specialized in Root Zone work?


How to evaluate if a Appointee could "fully represent their appointing organization's particular interest in the Root Zone"?

Does that mean the Appointee must be from a registry who owns gTLD strings which have been delegated into the Root Zone?

How is this criterion evaluated?  What would happen if an organization
appointed someone to the RZERC and some other organization disagreed
about that person's qualification?
