Let me provide some context. The original cooperative agreement dates back to 1993 and was between Network Solutions and the U.S. National Science Foundation (NSF). Sometime around 1998 the cooperative agreement was changed from NSF to the U.S. Department of Commerce NTIA; that probably is contained in one the first nine amendments but I haven’t found a link to them yet. Note also that Verisign acquired Network Solutions in 2000.

The authoritative source for the NTIA/Verisign cooperative agreement is the NTIA. That is where I go to review it: http://www.ntia.doc.gov/page/verisign-cooperative-agreement .

But I note when I go there that, unless I am missing something, they give links for Amendments 10-32 but no links for Amendments 1-9 or the base/original cooperative agreement. I would suggest that the CWG co-chairs or ICANN staff supporting the CWG ask NTIA where Amendments 1-9 and the base/original cooperative agreement can be found.

I do not have one Guru but I will check to see if there is one that is better than what the NTIA site contains. I agree with you that it is very difficult to use and incomplete.

Does someone have a copy of the Cooperative Agreement between NTIA and Verisign as amended by the 32 amendments?

The NTIA website separately publishes the original and the 32 amendments, which is making it difficult to piece it all together. I'm looking for the final agreement with all the amendments/changes in a single document.

The current proposal published by this CWG is strikingly silent about the Cooperative Agreement.

From what I understand, the Cooperative Agreement is much broader than the Root Zone Management. What aspects of the Cooperative Agreement are relevant to the IANA Transition and what aspects are not?
