I do expect that the appointing organization should have a higher(definite) say in her appointee. Hence, i think the requirement should just be stated as a "compelling" expectation from the appointing org and not as a compulsion to them. A rewording similar to below may be appropriate:

"Its expected that appointees to the RZERC would have general understanding of the ICANN Root Zone, and will adequately represent their respective appointing organization's particular interest.

How is this criterion evaluated?  What would happen if an organization
appointed someone to the RZERC and some other organization disagreed
about that person's qualification?
