1 submission yesterday from Dr. Eberhard W Lisse (who is the manager for the .NA ccTLD) - Essentially states that the transition should be to ICANN only and that ICANN should enter into contractual arrangements with all ccTLDs to compensate for intellectual property which cannot be passed on from the USG to ICANN with respect to the Root Zone (according to this email).
