The work of CWG Stewardship has come to an end
Dear CWG Colleagues, As you are aware by now, the agreement between the US Government (NTIA) and ICANN, regarding management of IANA functions, expired on 1st October 2016. This means that the IANA Stewardship Transition can now proceed as planned and as such, the CWG has fulfilled its purpose. It has been a long and, at times, very challenging journey for the group. We co-chairs would like to sincerely thank you all and ICANN staff for the hard work and stamina you have shown. You will recall that we had an initial attempt at a model and when this failed to get adequate support from the community, the CWG went back to work and produced a revised model. We did this by modifying the way we worked and we divided the group into design teams in order to have dedicated, focused groups. However, throughout the process, we always returned to the CWG as a whole to evaluate and approve the work. For us as co-chairs it has been very challenging at times, but we have learned a huge amount from all of you and the process itself. This has been an excellent example of how the multi-stakeholder model can work in practice. Not the easiest way to work, but ultimately thorough, inclusive and holistic. In addition to the primary task of producing the IANA Stewardship Transition Proposal on behalf of the Names Community, we also believe that the work of this group has made a significant contribution to the effective working methods of Cross Community Working Groups. Most recently, there were several political and other issues which threatened to delay or derail the process but the crisis which that would have potentially represented has been averted in the end. This is a very good start for the Stewardship Transition and we believe that the CWG has been the best team to facilitate this work. Our work is now complete and we will have no more meetings. Therefore we will now proceed to dissolve the CWG by writing to the Chartering Organisations in order to communicate that our work is now complete. Lise and Jonathan, Let me echo your words of thanks to the entire CWG and add appreciation for your tireless work as co-chairs. As we have said before, the Board is fully committed to the revised model. The bylaws implementing the model were passed some months ago and automatically went into effect yesterday. The Board is committed to the spirit as well as the letter of the new bylaws. An ongoing consideration in all of our deliberations is how to make our processes more transparent and clear in concert with improving our effectiveness and efficiency. Dear Lise, Dear Jonathan: Thankyou. Your leadership has been exemplary, efficient and productive. Those of us who have perforce participated in the whole history of this issue are surely relieved that the page has been turned and the question that has been overhanging ICANN for the past nigh twenty years has finally been answered. That for which we should also recognise the diligence and perseverance of NTIA colleagues, past and present. As we turn to the implementation of the transition, let us recognise the continuing need to transparently explain the new structures. We shall have to take steps to ensure that multistakeholder principles are effectively carried over into implementation. Balance among all stakeholders, global participation including languages and geography, promotion and respect for the public interest are touchstones for our future work. I hope it is not too late for me to echo the praise for the chairs and the community on the success of the collective effort in the IANA stewardship transition. I said at an ICANN meeting some time ago that even though I believe in it I often feel despair that the community-based model is too fractious; but that every time I am proved wrong. Once again, it happened, and just like every other time my despair turned into jubiliation. We are so much stronger together for our willingless to act together. I think Lise's point above perfectly highlights why this is true. Working together in a community, and trying hard for consensus, means that even carefully-crafted approaches can fail because someone comes along with strong and good objections. We who believe in multiple stakeholders and community consensus take every failure to achieve consensus as evidence that more work is needed, that a better agreement can be reached, and that the truest sense of "common interest" can be found. It's often ugly and painful and frustrating, but it also provides a strength that we, all of us, should depend upon. This network of networks that we together express every day is not a model of ease, or simple ways of working, or even always of comity. But it is a marvel because it eventually delivers the goods: enormous numbers of people can live with the working compromise, knowing their view counts too. The functional spirit of the Internet comes out in these ways of working, and we each must continue to nurture that spirit. Dear Jonathan and Lise, thanks to both of you for having steered a sometimes unruly ship in turbulent waters. I think that we have all learned something, both about the multistakeholder model but also about each other. I feel honoured to have been part of this group. I also would like to extent my thanks and congratulations to both ICANN support staff and our Legal Team from Sidley. The whole process should serve as a testimony to the multi-stakeholder model. Remarkable. Historical. I do have one question: you mention, "our work is complete" - does this mean that Stewardship Transition implementation is also complete and has been undertaken to this CWG's satisfaction? Dear Co-chairs and the Members, The work during the last two years exemplified Multi-stakeholder cooperation and proceeded without conflicts, the flow of discussions was smooth, largely due to the expert chairmanship of the Co-Chairs. A topic so difficult as this one in a forum of global multi-stakeholders, each with a different idea, harmonized into a unified outcome. Congratulations to every one and to ICANN for its observer-like involvement and support. On the completion of work, on Implementation and ICANN Accountability, there is progress, we are moving in the right direction, but miles to go.
