Dear Dusan,
Dear Vladimir,
At first, allow me once again say great thanks to Dusan for great work.
The Panel has worked out many substantive material. The material is complex.
Dusan has taken the initiative to optimize it.
The participants agreed with new version of "Proposals...".
All of material was published in the maillist of the Panel.
All members had access to new version.
Vladimir, on contribute. Allow me gently remind.
Would you can to highlight today the situation with a letter to the Russian linguists?
We included this point in agenda twice. But don't have information.
Thanks,
Yuri.

And even if this is a case of top-down decision, I never use this vice-chair role. I am considering that we are all equal and proposed a document with necessary minimum for Proposal... It was on the list, with very few comments...
Personally, I don't care about this vice-chair thing, my thoughts are all about this doc.

Sorry, but I am not aware of any elections having taken place. At least there was nothing on the list that would suggest so. Normally the procedure is that elections are announced, there is a call for nominations and then everyone is asked to submit votes. For each step the group is given a reasonable time frame so every member is aware and has a chance to contribute.

Dear Vladimir,
I wasn't on that call, but I was informed that I was ELECTED as vice-chair. If this is not a case, or I completely misunderstood, than I want to apologize.
Best,
Dusan

I actually second Dmitry's question. I have not seen any announcements about change in the leadership structure. Unless the entire group participates in key things like chair elections, I think we have a problem.
Best regards,
Vladimir

Dear Dmitry,
I answer as a your neighbor in Kiev and we oftener talk on the phone than you do in conf-calls.
If you could more often participate in our conf-calls maybe would not ask such questions :)
However, allow me associate your question to little bit of an inattention (see, please, ALL revisions of "Proposal...") and your previous email in our maillist.
Today at 1200UTC conf-call.
Best Regards,
Yuri
