I think that we have a problem to understand what is tha task of our panel.

It will be helpfull if all memebrs of the panel read again the at the end of the following page

If we focus on the matter, we might compose Cyrillic GP Panel.

On the other hand , if there is any problems with current MSR, the explanation how MSR is composed could be found at

https://www.icann.org/news/announcement-2-2015-04-27-en


If someone has need to change anything in MSR he/she should contact Integration panel, and

find the way to submit his/her request for changes.

All MSR versions  had public comment periods after announcing the new version, it might be another way to rise the problem.

By the way, in Russian the apostrophe use also - КотʼдʼВуар (country), ДʼАртаньян (the hero of "The three Musketeers").

I in no way meant that the apostrophe issue is unimportant. What I meant is that it is currently not in the MSR and amending the MSR is not exactly the remit of this group.


It was not included in the MSR intentionally, and not as a result of an oversight. There are multiple materials produced by the Integration Panel that address the reasons why certain characters are included or not included in the MSR. 


If somebody (presumably a Ukranian or Belarusian speaking member) does a rational analysis of the reasons provided by the IP, finds the arguments to refute their rationale and the group agrees with those arguments - it is then that we as a group will have enough ammunition to pursue MSR amendment. But not before, sorry.


I will be very interested to hear what other group members think.

On item 1 - the letter - I'll draft one and circulate to the list to seek input from group members. 


On item 3 - apostrophe - I don't see how this issue belongs to the remit of Cyrillic GP, unless the entire group comes to a consensus that apostrophe has to be included in MSR-3. Otherwise I would suggest this discussion with the integration panel is conducted by the Ukrainian and Belarusian representatives without the involvement of the Cyrillic GP group.
