I was also asked to share a summary of next steps for the Cyrillic GP work.  Here is what I had suggested during the call:

1.      The top-most priority of the Cyrillic GP should be to work on the Proposal document to send to ICANN, so that ICANN can formally announce the Cyrillic GP formation (I am sharing the template of the document again)

a.      I would also suggest to keep the contents of the document as simple as possible, covering only the required information.  This document is evaluated formally and, therefore, if you include complex (redundant) information, it may delay and complicate the proposal evaluation process. 

2.      After the proposal has been completed and submitted, the group should make a shortlist of code points (starting from those already allowed by the MSR for Cyrillic script) which should be allowed for forming labels for the root zone. 

a.      These normally include code points which are commonly used by languages which are written using Cyrillic script.  Normally letters which are only for special purposes, e.g. historical texts, etc. are normally excluded.  However, this is a discussion which the Cyrillic community should have while finalizing this list.

b.      One way to do it is to make a complete list and then take each code point allowed by MSR and see if it should be allowed (by listing the language(s) which use it actively) and leaving out the ones for which languages cannot be identified. 

c.      This list of languages should be recorded for final documentation.

3.      Once the shortlist of code points is finalized for root zone, the panel needs to see if there are any code points which may be variants of each other (this may be a very short or a long list depending on the script)

a.      In this context, the panel may also have to discuss and decide how to define a variant (there has been a study on Cyrillic script before; we should also refer to it)

4.      In addition to the variants, which are defined at code point level, there may be label level restrictions which may be applicable (e.g. for second level labels one can restrict that a label cannot start with a digit or a hyphen).  If there are any such restrictions for root level Cyrillic labels, these need to be defined as Whole Label Evaluation (WLE) rules.  Again, these may be very few (or none) for Cyrillic script. 

5.      After the Cyrillic analysis has been completed and there is community agreement on all the various parts: code points, variants and WLE rules, the community should also investigate if there are any cross-script variants (with Latin, Greek etc.).  It is important not to start this discussion until after the Cyrillic analysis has been completed, as such conversations are hard to converge until there is specific data to discuss. 

6.      Finally, the community needs to write up the final analysis in a document + create a XML based representation of this LGR for submission to ICANN.

7.      On receipts of the document and the XML LGR, it will be released for public comments by ICANN

a.      Most Generation Panels have been releasing their work after each of the stages described above to ensure that their work is accepted by the community and there are no surprises at the end

8.      Once the public comment is complete, the Cyrillic GP will submit the final version of the proposal to the Integration Panel for evaluation and integration.
