First, I want to express my deepest regrets for Vladimir leaving the group, and I will try whatever I can to bring him back.
@Vladimir If You still receiving mails from this list, please, reconsider Your decision.

My final comments and suggestions are in attach, and this version is also based on all comments from the list.
If You want to add or erase something, or I have missed something, please send the mail to the list and I will change.
Also, I want to thank everyone who has provided comments for Proposal.

I didn't change the table with members (I didn't erase Vladimir, and change my role), because of>
What is happening with letter to the linguists? Vladimir provided draft... did we sent any mail to them? If there is some response, we need to add them in proposal, or...
Also, there are empty fields for some participants, we need to fill them...

@Yuriy, we are not formed for almost a year. There is no need, after months of silence, to force participants to work on Saturdays, Sundays, and to finish in a week, just because Dublin is near. We have near-final proposal, and what we have - one active member left GP. This is bad, simple as the fact, and even worse when You consider that we have small number of active participant. And, personally - unnoticed by You or anybody, which is unacceptable for me. If it was noticed somehow, did anybody had talks with Vladimir?

@all - If You have read Vladimir mail, I will ask You to consider to share comments about his remarks. His remarks are serious and shoot straight to the heart of any working group - organization of the work. In Internet world, when the time is right and there is a will, people will gather and solve the problem. The leading roles are usually decided bottom-up, by nature. Did we do something wrong here? With leading roles? I have serious doubts and that's why I had to resign, to open door for (at least) this role to be filled bottom-up.
