In accordance with the timelines and procedures set out in Annex D of the ICANN Bylaws, the 7-day Rejection Action Support Period pertaining to the ALAC’s Rejection Action Petition expired at 23:59 PDT, 8 June (06:59 UTC, 9 June)(08:59 CEST, 9 June).

 

No notices of support from other Decisional Participants or Rejection Action Supported Petitions were received within the prescribed timeframe. Therefore, under Annex D, Section 2.2(d)(ii), the Rejection Process for the Standard Bylaws Amendment re Transition Article on Reviews is automatically terminated.

 

 

The next step is for the Empowered Community Administration to deliver a notice to the ICANN Secretary certifying that this Rejection Process has been terminated. ICANN will then post the Rejection Process Termination Notices on the ICANN website. As is customary, support staff have prepared the Rejection Process Termination Notice for your review (see attached).

 

Please note, the Bylaws require that the Empowered Community Administration’s notice be delivered within 24 hours of the expiration of the Rejection Action Petition Support Period. As such, staff will forward the attached Rejection Process Termination Notice to the Secretary on your behalf at 23:45 PDT, 9 June (06:45 UTC, 10 June) (08:45 CEST, 10 June) unless we receive any objections. If you have any proposed edits to the attached letter, please let us know.

During this Support Period, EC Decisional Participants may provide their support for the Rejection Action Petition by contacting ALAC at alac@icann.org. Within 24 hours of providing their support for the Rejection Action Petition, the Supporting Decisional Participant must also provide written notice to the EC Administration and the Secretary.

 

If ALAC obtains support for its Rejection Action Petition from at least one other Decisional Participant during this Support Period, then ALAC shall deliver a “Rejection Action Supported Petition” to the EC Administration and the Secretary within 24 hours of receiving the support. Otherwise, if support is not obtained from at least one other Decisional Participant by the deadline, then the Rejection Process for the Standard Bylaws Amendment will be automatically terminated.

I am writing to confirm that, in accordance with the timelines and procedures set out in Annex D of the ICANN Bylaws, the 21-day Rejection Action Petition Periods pertaining to the (1) Standard Bylaws Amendment, (2) IANA FY27 Operating Plan and Budget, (3) ICANN FY27 Operating Plan and Budget, and (4) ICANN FY27-31 Operating and Financial Plan expired at 06:59 UTC.

 

 

Rejection Action Petition Support Period

One Rejection Action Petition Notice was received from the At-Large Advisory Committee (ALAC) yesterday regarding the Standard Bylaws Amendment. In accordance with Annex D, Section 2.2(d)(i), this initiates a “Rejection Action Petition Support Period” which will expire at 23:59 PDT on Monday, 8 June 2026 (06:59 UTC, 9 June 2026).

 

During the Rejection Action Petition Support Period, any other EC Decisional Participants may provide their support for the Rejection Action Petition by contacting ALAC at alac@icann.org. Within 24 hours of providing their support for the Rejection Action Petition, the Supporting Decisional Participant must also provide written notice to the EC Administration and the Secretary.

 

If the Petitioning Decisional Participant is unable to obtain support for its Rejection Action Petition from at least one other EC Decisional Participant during the Rejection Action Petition Support Period, then the Rejection Process will be automatically terminated per Annex D, Section 2.2(d)(ii).

 

 

Rejection Process Termination

No other Rejection Action Petition Notices were received within the prescribed timeframe. Therefore, under Annex D, Section 2.2(c)(ii), the Rejection Processes for the (1) IANA FY27 Operating Plan and Budget, (2) ICANN FY27 Operating Plan and Budget, and (3) ICANN FY27-31 Operating and Financial Plan are thus automatically terminated. The next step is for the Empowered Community Administration to deliver notices to the ICANN Secretary certifying that the Rejection Processes have been terminated with respect to these three Rejection Actions. ICANN will then post the Rejection Process Termination Notices on the ICANN website.

 

As is customary, support staff have prepared Rejection Process Termination Notices for your review (see attached). We note that the Bylaws require that the Empowered Community Administration’s notices be delivered within twenty-four (24) hours of the expiration of the Rejection Action Petition Period. As such, staff will be happy to forward the notices to the Secretary on your behalf at end of day today unless you have any comments or concerns.

As a reminder, four 21-day Rejection Action Petition Periods are currently active for the (1) Standard Bylaws Amendment, (2) IANA FY27 Operating Plan and Budget, (3) ICANN FY27 Operating Plan and Budget, and (4) ICANN FY27-31 Operating and Financial Plan.

 

It was previously communicated that these Rejection Action Petition Periods would end at 23:59 PDT, 31 May 2026 (06:59 UTC, 1 June 2026). However, upon further consideration of this timing and the Secretary’s notices, we would like to clarify that 11 May 2026 will be considered the “Rejection Action Board Notification Date”, after which the EC Administration has 21 days until the Rejection Action Petition Period(s) expire, pursuant to Annex D, Section 2.2(b) of the Bylaws. The deadline for an EC Decisional Participant to submit a Rejection Action Petition Notice to the ECA is therefore extended to Monday, 1 June 2026 at 23:59 PDT (06:59 UTC, 2 June 2026).

If a Decisional Participant accepts a Rejection Action Petition, the Decisional Participant shall promptly provide written notice of the acceptance (a "Rejection Action Petition Notice”) to the EC Administration, the other Decisional Participants, and the ICANN Secretary during the Rejection Action Petition Period.
