Forcing a chair on a group is probably not optimal and also we’d have to assume that not every member of the group would either want the role or have the time to do it.
So I’d be happier with the council having the ability to manage that process without dictating it

Moving this conversation to the draft team list. Note that the WG Guidelines state the following:
“Unless a Chair has already been named by the Chartering Organization, normally a Chair will be selected at the first meeting of the WG. Until that time, the Chartering Organization’s
liaison may fulfill the role of interim Chair”.
So the Council has the ability to appoint a chair should it want to, although the standing practice for PDP WGs has been for the WG to select its
own leadership. FWIW, the appointment of a chair by the chartering organization has been used for recent CCWGs (e.g. CWG-Stewardship, CCWG-Accountability and new gTLD Auction Proceeds CCWG).
