As I mentioned before, it's possible to share a Google Doc for commenting instead of full edit privileges or only view privileges. Allowing drafters to comment makes for actual productivity, while sending e-mail updates does not.

Allowing all editors don't usually work in groups of more than 3 indeed, but read-only is not the only option.
