I fully agree and support this suggestion. 
I also suggest using the structure of the Bylaws as the basis for the OR. Thus, we will have items of the form "addition to the item, paragraph" , etc.  which will facilitate the navigation

Dear all,

 

Before starting the drafting exercise, let’s remember that the Operation Rules will be  subordinate to the EURALO Bylaws ("Articles of Association of the ICANN European Internet Users Forum"), adopted in October 2019.   By analogy, Bylaws are the “constitution” of EURALO, and the starting point of any subsidiary “legislation”.

 

Operation Rules are intended to complement and add necessary detail to the Bylaws, not to duplicate them and in no case conflict with them.

 

Thus, in view of the above,  I suggest that we start the work on EURALO Operation Rules by reviewing the Bylaws, chapter by chapter, to decide on which issues they need to be complemented by more detailed Operation Rules. (On some issues, the Bylaws already are quite specific).   For clarity, the structure of the Operation Rules should perhaps mirror that of the Bylaws.

 

Outcomes of the ALS Mobilisation Working Party and Unaffiliated Individuals Working Party will provide important input into EURALO Operation Rules, but within the framework of EURALO Bylaws.
