As requested at the meeting on Sunday, I provide the following outline
of a process, derived from that just used in the Asia Pacific Region,
to 'start up' the RALO.


Of course this is completely subject to the agreement of the meeting
Tuesday morning. I shall provide printed versions at the meeting.
