On the topic of .CAT - indeed when .CAT was proposed, part of the process was to ask the Spanish Government whether they had any objection and they did not.
When it comes down to the recent events, you might have seen the Internet Society releasing a Statement about the situation and this landed them in trouble as the Spanish Chapters appear not to have been consulted.
ICANN-wise, ICANN's remit excludes any judgement on content and is therefore focussed purely on the domain names and IP addresses. To my knowledge, there hasn't been any effect on .CAT itself, nor any range of IP address, thus as far as ICANN's remit is concerned, it's business as usual.
