KSK Rollover Postponed
On 27 September, ICANN announced that the planned changeover of the cryptographic key that helps protect the Domain Name System is being postponed.

The changing or "rolling" of the key signing key (KSK) was originally scheduled to occur on 11 October, but is being delayed because some recently obtained data shows that a significant number of resolvers used by Internet service providers and network operators are not yet ready for the key rollover.

ICANN Publishes Study on the Digital Economy in the Middle East, North Africa, and Turkey
On 9 October, ICANN released a study titled "Accelerating the Digital Economy in the Middle East, North Africa, and Turkey."  Commissioned by ICANN, the study identifies the dynamics of the current digital economy and recommends points of development in the Middle East, North Africa, and Turkey.

ICANN Previews ICANN60 with UAE Media and Stakeholders
On 28 September, ICANN and the Telecommunications Regulatory Authority (TRA) of the United Arab Emirates (UAE) held a panel discussion in Dubai as a prelude to the upcoming ICANN60 meeting in Abu Dhabi.
 
The panel brought together local stakeholders and media representatives to discuss ICANN60, hot topics of the Internet ecosystem, and potential business opportunities. Panelists came from ICANN, TRA, ICANN, Asia-Pacific Regional At-Large Organisation (APRALO), Nuestar MENA, Etisalat, and Abu-Ghazaleh Intellectual Property.

A Week in Europe with Rick Lamb: Helping the Internet Community Contribute to a Stable and Secure Internet
Rick Lamb, ICANN's Senior Program Manager of Domain Name Security Extensions (DNSSEC), recently toured several European countries, where he offered free workshops on DNS security and DNSSEC to the Internet community. This effort was part of ongoing work from ICANN's Security, Stability, and Resiliency (SSR) Team.
 
TLDCON Holds 10th Conference in Almaty, Kazakhstan
The International Conference for ccTLD Registries and Registrars of Commonwealth of Independent States (CIS), Central, and Eastern Europe (TLDCON) was held on 6-7 September. This 10th conference was organized by the Coordination Center for National Domains .ru/.РФ (cctld.ru). Congratulations, TLDCON!
 
One of the event's highlights was the session on DNS abuse. ICANN's Alain Durand, Principal Technologist, spoke on Identifier Technology Health indicators (ITHI) and Domain Abuse Activity Reporting (DAAR). Also participating from ICANN, Alexandra Kulikova, Head of Global Stakeholder Engagement for Eastern Europe and Central Asia, updated participants on current ICANN activities and encouraged people to be part of the NextGen and Fellowship programs.

ICANN Joins a Week of Internet Events in Tbilisi, Georgia
Early September, Georgia saw a week of discussions on the Internet. ICANN supported and participated in two events:
  • Georgian Internet Governance Forum (GeoIGF): The opening session emphasized that the ITU's Global Cybersecurity Index ranks Georgia eighth globally, and first among the CIS countries, in its commitment to global cybersecurity work. At the event, Jeff Bedser, CEO of iThreat Cyber group and member of the Security and Stability Advisory Committee (SSAC), delivered a tutorial on DNS abuse and investigations.
  • Asia Pacific Top Level Domain Name Association (APTLD 72): Topics covered TLD issues of importance to both Asia Pacific and European communities. Representing ICANN were Sarmad Hussesin, Dave Piscitello, Jennifer Gore, Alexandra Kulikova, and Siranush Vardanyan. 



ICANN Holds First DNSSEC Roadshow in FY18
ICANN carried out a DNSSEC Roadshow in Moroni, Comoros, from 13-15 September.  The event was organized in collaboration with Comores Telecom and the Network Startup Research Center (NSRC). Representing ICANN was Yaovi Atohoun, Stakeholder Engagement Manager and Operations Manager for Africa.

After the meeting, ARTIC and Comoros Telecom organized a workshop on the management of the .km country code top-level domain (ccTLD), which currently has only about one hundred registered domain names.

Third "Train  of the Trainers" on Internet Governance (FFGI) Takes Place in Burkina Faso
This year's FFGI, hosted by the Initiative TIC et Citoyennété (ITICC), was held from28 August to 1 September in Ouagadougou, Burkina Faso. The goal of FFIG is to boost participation of francophone African countries in Internet governance and information systems. ICANN sponsored the event and provided speakers. Discussion topics included the global Internet ecosystem, data protection, and emerging technologies. 
ICANN Makes First Visit to Madagascar
ICANN's Africa strategy aims to increase the level of engagement through outreach activities with new regional stakeholders. Toward this goal, ICANN organized its first stakeholder outreach event in Madagascar from 18-20 September, and met with Neypatraiky André Rakotomamonjy, Madagascar's Minister of Posts, Telecommunications, and Digital Development. The Minister committed to increased participation of Madagascar in ICANN's activities.
ICANN Africa Team Engages with Students in Mozambique
On 14 September, on the sidelines of this year's CTO ICT Forum,  ICANN's Global Stakeholder Engagement Africa team organized a public lecture for university students in Maputo, Mozambique. The interactive presentation introduced the students to how the DNS works and invited them to participate in ICANN.

ICANN Releases Findings of Survey on Gender Diversity and Participation
On 12 October, ICANN published the detailed report containing data and analysis from the recent Gender Diversity and Participation Survey. The findings offer insights into current perceptions of gender diversity in the community, potential and perceived barriers to participation, and the community's support for initiatives to enhance gender diversity.

Data Protection and Privacy
The European Union's General Data Protection Regulation (GDPR) will affect the ICANN organization in at least two areas:
  • Personal data that participants in the domain name ecosystem collect, display, and process, including registries and registrars pursuant to ICANN contracts
  • Personal data that ICANN collects and processes for internal or external services

We Heard You: Feedback on the Accountability Indicators 
In August, we launched the Accountability Indicators. This is a new way for ICANN to show the community how we are making progress against our strategic objectives. This dynamic and interactive site allows you to investigate different dimensions of what we do and who we are. It also encourages you to give us feedback on what we're measuring and how we're displaying it.
 
We just published the first report on the feedback we received and the improvements we plan to make in response to that feedback. More than half of this feedback came from the Board, so we're seeking more input from the community.

Creating Content Governance and Rebuilding the Infrastructure of ICANN's Public Sites 
It probably comes as no surprise to many of you who use www.icann.org that our content can be difficult to find. It's an issue we have grappled with for a long time that needs a permanent fix. On 23 September 2017, at the ICANN Board meeting in Montevideo, Uruguay, the Board approved the Information Transparency Initiative to address this and other problems related to our content governance. 

One of the primary objectives of this initiative is to improve the findability of ICANN's public content in all six U.N. languages. This objective is in service of ICANN's Mission and Bylaws, will help you, the community, do your work, and will help us meet our commitments to accountability and transparency. At-Large Community Activities
  • Alan Greenberg, At-Large Advisory Committee (ALAC) Chair, presented the At-Large Review Feasibility Assessment and Implementation Plan to the ICANN Board Organizational Effectiveness Committee (OEC). The OEC will meet again before ICANN60 to further discuss the findings.  
  • The ALAC nominated Sébastien Bachollet, Cheryl Langdon-Orr, and Daniel Nanghaka as its primary candidates for the Third Review of ICANN Accountability and Transparency (ATRT3).
  • The ALAC appointed Christopher Wilkinson as a co-leader of Work Track 5 of the New Generic Top-Level Domain (gTLD) Subsequent Procedures Policy Development Process (PDP) Working Group. Work Track 5 aims to facilitate discussion on using geographic names as TLDs. 
  • The European Regional At-Large Organization (EURALO) elected Olawale Bakare to its Secretariat position. His term starts at the end of ICANN60.
GNSO Council Updates 
  • The Generic Names Supporting Organization (GNSO) Council approved the data collection request from the Review All Rights Protection Mechanisms (RPMs) in All gTLDs PDP Working Group. The PDP Working Group had developed a list of data collection tasks critical to fulfilling its charter.
  • The GNSO Council supported the final recommendations of the Cross-Community Working Group on the Use of Country and Territory Names as TLDs (CWG-UCTN).
  • The GNSO Council nominated Brian Cute, Wolfgang Kleinwächter, and Stéphane Van Gelder as its primary candidates for the Third Review of ICANN Accountability and Transparency (ATRT3).
ccNSO and SSAC Issue Joint Response to the ICANN Board 
The ICANN Board responded to the report of the Extended Process Similarity Review Panel Working Group (EPSRP WG), noting that the Country Codes Names Supporting Organization (ccNSO) and Security and Stability Advisory Committee (SSAC) held divergent views on a few key issues. A joint working party of the ccNSO and SSAC crafted a  response, which the ccNSO and SSAC adopted and submitted to the ICANN Board. 
GAC Finalizes Capacity-Development Workshop 
On 28 October, the Governmental Advisory Committee (GAC) is hosting a workshop at ICANN60 geared toward newcomers and GAC members from the Middle East. The workshop will introduce participants to ICANN, its work in the region, and its role in the global Internet governance ecosystem. You can find the agenda here.
Registration Data Access Protocol (RDAP) Pilot 
The ICANN organization recently announced a voluntary RDAP pilot program, which began on 5 September 2017 and will conclude on 31 July 2018. RDAP, which enables users to access current registration data, was created as a replacement for the WHOIS protocol. The goal of the pilot program is to develop a baseline profile (or profiles) to guide implementation, establish an implementation target date, and develop a plan for implementing an RDAP-based solution.
