Hello all, just a quick follow-up on the announcement below. I have received several emails from people who missed this first set of Webinars due to various reasons, and asked me what they could do to qualify for ATLAS III travel support. The *default *option is to follow the ICANN Learn Course on http://learn.icann.org/ The course, "Domain Names Demystified" corresponds to the Webinar that Alan and I presented. Until the application period closes, it is never too late to complete these ATLAS III Preparation Courses. Please see the instructions on: https://community.icann.org/pages/viewpage.action?pageId=105389506 In order to go directly to the Course Curriculum, after you have logged in (getting an account is super easy), you have to click on "Enrollment Key", which is ATLASIII and then you'll be able to see "Required ATLAS III ICANN Learn Courses" when you click on the "Courses" tab. And of course, even if you have followed the Webinar, you should be interested in following the course too, because it is very interesting and contains a lot more in depth information, so you'll really know a lot when you arrive in Montréal. In fact you'll find out that there are a lot of other courses that you could take in the overall course "catalog" - all free and all giving you the ability to learn more about many aspects of ICANN's space, and beyond! Olivier, thanks for the announcement and resources. I followed the first session from a time very near the beginning. Congratulations for clear and ordered explanations. HOWEVER one comment: if we are assuming that ALS representatives need to start their education at that level we are in significant trouble. Um, I wanted to avoid comment but the comnents from Alejandro and Sivas in the thread converged two thoughts that came to my head as this thing unfolded. Maybe it's because I teach this thing to would-be librarians that I think it useful to know. And yes, Alan and OCL did a really good job of being facilitators/teachers. However I frankly thought that for people who we expect to show up work ready - so we the old timers/lifers the Review bitched about are not sucking all the oxygen from the room and bed rocking ourselves in the At-Large - I honestly felt the starting point - to use a literacy term - was pre-primer. And it bothered me that here is another hoop the At-Large is expected to jump thru to show we are worthy as volunteers. I was left with a nagging irritation. just a quick follow-up on the announcement below. I have received several emails from people who missed this first set of Webinars due to various reasons, and asked me what they could do to qualify for ATLAS III travel support.
The *default *option is to follow the ICANN Learn Course on http://learn.icann.org/
The course, "Domain Names Demystified" corresponds to the Webinar that Alan and I presented. Until the application period closes, it is never too late to complete these ATLAS III Preparation Courses. Please see the instructions on: https://community.icann.org/pages/viewpage.action?pageId=105389506 In order to go directly to the Course Curriculum, after you have logged in (getting an account is super easy), you have to click on "Enrollment Key", which is ATLASIII and then you'll be able to see "Required ATLAS III ICANN Learn Courses" when you click on the "Courses" tab.
And of course, even if you have followed the Webinar, you should be interested in following the course too, because it is very interesting and contains a lot more in depth information, so you'll really know a lot when you arrive in Montréal. In fact you'll find out that there are a lot of other courses that you could take in the overall course "catalog" - all free and all giving you the ability to learn more about many aspects of ICANN's space, and beyond!

It is five lessons. It is almost as time consuming as a Certification program that one takes as a 6 months part time online course. It is a high barrier in terms of time commitment just to comply with the stipulations of the pre-requirements for participation in an ATLAS summit. Wonder if GNSO or GAC requirements for participant funding require the applicant to go through a similar pre-requirement. Have you or members of ALAC tried to go through and complete this program, even though you are not knowledgeable, and even though it is not designed for you, just in order to understand how complex it makes it for those interested in participating in the ATLAS summit? Hi, funny that some find the knowledge requirements too high - after being around for a decade or more - and others believe that informed, knowledgeable participation should be an undeclinable prerequisite. Plus, when participation is not based on solid understanding of the issues, discussions take forever without resolution, recommendations may be lightweight, and the whole organization may be perceived as irrelevant. A further perverse effect: if a few participants, out of good will or for other reasons, take over the tasks, there will always be a perception that a clique is in power and it's always the same and same and same participants. Homework: go read the At Large Review and see how much of the above is contained there. For bonus points show it is not well-grounded. The point was NOT about the knowledge requirement being too high, but about the drill that is AtLarge specific. About from the time that it takes to complete 5 modules of 10 more lessons, the point is about varying standards of treatment between constituencies. If a method is needed to shortlist 60 participants out of 200, for the sake of argument, only for the sake of argument, why not ask ICANN to organize a Lottery in Las Vegas? Happened in the past to draw up priorities.

Siva, My personal opinion is that the course is indeed very time consuming in case the person does not know already at least some of the issues. On the other hand, what would be the return on the investment of supporting a person for attending a conference where that person would be unable to understand the complex issues, letting alone the ability to contribute? I strongly believe that the purpose of ATLAS III is to be able to significantly progress on the issues that are on ALAC’s table and to provide strategic directions for the future, and that requires participant who are fully informed about the basics and eager to contribute. To bring people who do not fulfil these requirements would be a waste of money - and ICANN is already being criticised enough about the way it spends the money that we do not need to open another front. The question is, maybe, a different one: why have we waited until the eleventh hour to produce this training material and to urge people to benefit for it? I am currently chairing the EURALO Individual Users Association, and I will invite all the members - about 50 people plus a handful of observers - to get the training, regardless they plan to apply for travel support or not. Roberto, all very good points. One to be emphasized, one added: 1. the money spent is not ICANN's alone; it is from beginning to end registrants' money (but for the always paltry contributions from ccTLDs and RIRs)- and we as At Large are supposed to take most care of it as we claim to represent registrants and users; 2. most users we represent tell us repeatedly that what they want from ICANN is for ICANN to be effective. They care very little, if at all, if the At Large is representative, balanced, what its internal processes are. Certainly every time they find out how much effort and time is spent in discussions that do not improve the operation of ICANN's core responsibilitie they have a field day of fuming against ICANN, which feeds many other adverse streams. all very good points. One to be emphasized, one added:
1. the money spent is not ICANN's alone; it is from beginning to end registrants' money (but for the always paltry contributions from ccTLDs and RIRs)- and we as At Large are supposed to take most care of it as we claim to represent registrants and users;
2. most users we represent tell us repeatedly that what they want from ICANN is for ICANN to be effective. They care very little, if at all, if the At Large is representative, balanced, what its internal processes are.

A weak AtLarge, further weakened by arguments to block a million or two every 5 years (out of a 5 year total budget of 300 million or more) further weakens AtLarge, weakens ICANN's effectiveness and would hurt Trust in ICANN and the multi-stakeholder process. We have gone through this argument before - in London. Certainly every time they find out how much effort and time is spent in
discussions that do not improve the operation of ICANN's core responsibilitie they have a field day of fuming against ICANN, which feeds many other adverse streams. Perhaps it takes more than one AC to make this call? Then came the At Large Review whose conclusions again were not taken on

May be it is time we called for a wider review on Stakeholder balance with particular emphasis on how ALAC is systematically weakened by those wearing AtLarge hats that don't fit.

+1 Roberto for forwarding the call for application of ATLAS III to all of your ALS members. During APRALO monthly meeting I did encouraged all ALS representatives attending the meetings to do so. My ALS representatives was in the meeting and as a member of this chapter until now I didn't recieve this email. I don't want to generalize but it is a problem of many of these existing structures were most of its leadership doesn't give an equal opportunities to such engagements for its members. It is five lessons. It is almost as time consuming as a Certification program that one takes as a 6 months part time online course. It is a high barrier in terms of time commitment just to comply with the stipulations of the pre-requirements for participation in an ATLAS summit.
Wonder if GNSO or GAC requirements for participant funding require the applicant to go through a similar pre-requirement. Have you or members of ALAC tried to go through and complete this program, even though you are not knowledgeable, and even though it is not designed for you, just in order to understand how complex it makes it for those interested in participating in the ATLAS summit?

Until the application period closes, it is never too late to complete these ATLAS III Preparation Courses. Please see the instructions on: https://community.icann.org/pages/viewpage.action?pageId=105389506 In order to go directly to the Course Curriculum, after you have logged in (getting an account is super easy), you have to click on "Enrollment Key", which is ATLASIII and then you'll be able to see "Required ATLAS III ICANN Learn Courses" when you click on the "Courses" tab.
And of course, even if you have followed the Webinar, you should be interested in following the course too, because it is very interesting and contains a lot more in depth information, so you'll really know a lot when you arrive in Montréal. In fact you'll find out that there are a lot of other courses that you could take in the overall course "catalog" - all free and all giving you the ability to learn more about many aspects of ICANN's space, and beyond!

Dear Olivier, What I intended to say, that I didn't recieve the call from my ALS. I'm on the At-large list and I did receive the call, but I hoped and it would have been a healthy practice that the ALS representatives forward this email and other RALO or ICANN Newsletters to their ALS members. Not all ALS representatives does as Roberto have written, it would be great if some ALS members start taking the courses and learn more about ICANN and maybe some of them are already engaged in other constituencies of ICANN and we can recruit them to be interested of At-large. Hi all, I thought the decision at the Atlass III working group is that applicants have to choose either the webinar or the ICANN learn platforms. Dear Raymond, that is correct - but some people who wanted to follow the Webinar track, mostly because they are not fluent in English, might have actually missed the first Webinars due to unforeseen circumstances. So there is always a chance to "save the application" by doing the ICANN Learn course that corresponds to the Webinar they have missed. I thought the decision at the Atlass III working group is that applicants have to choose either the webinar or the ICANN learn platforms. So I think applicants should be made to know that the webinar is not compulsory, but just an alternative to the ICANN learn page.

just a quick follow-up on the announcement below. I have received several emails from people who missed this first set of Webinars due to various reasons, and asked me what they could do to qualify for ATLAS III travel support.
The *default *option is to follow the ICANN Learn Course on http://learn.icann.org/
The course, "Domain Names Demystified" corresponds to the Webinar that Alan and I presented. Until the application period closes, it is never too late to complete these ATLAS III Preparation Courses. Please see the instructions on: https://community.icann.org/pages/viewpage.action?pageId=105389506 In order to go directly to the Course Curriculum, after you have logged in (getting an account is super easy), you have to click on "Enrollment Key", which is ATLASIII and then you'll be able to see "Required ATLAS III ICANN Learn Courses" when you click on the "Courses" tab.
And of course, even if you have followed the Webinar, you should be interested in following the course too, because it is very interesting and contains a lot more in depth information, so you'll really know a lot when you arrive in Montréal. In fact you'll find out that there are a lot of other courses that you could take in the overall course "catalog" - all free and all giving you the ability to learn more about many aspects of ICANN's space, and beyond!
