Dear all, An attempt to formulate an ICANN strategy is a welcome but also an ambitious one. It should first of all reflect the variable geometry/geography of the continent itself, and should not be bogged down to the definition of "Europe". I was mystified by the list of 43 countries appended to the meeting document; it excluded four members of the "Europe of 47" or Council of Europe (Armenia, Ukraina, Russia, Turkey). For that matter, here is also an "Europe of 57", that of the Organization for Security and Cooperation in Europe (OSCE) that includes Central Asia, among others. Instead of trying to define an area where an "European" size would fit all, we should try to create a set of variable strategies that would take in the account the very different situations from one end to the continent to the other, not forgetting countries with the biggest difficulties. My 2 (euro)cents Best, Yrjö

Oksana Good morning to you and thanks for this; I do apologise; we certainly did not mean to give any offense through our indicative list of countries. As mentioned this was simply a suggested list and we will review in the light of comments. Thanks for this, Olivier. In defining a strategy for Europe, ICANN (and its community) should avoid a mission creep. ICANN is in charge of "assigned names and numbers" issues as they pertain to the Internet. Although other issues like net neutrality, censorship, accessibility and such are equally important, they are not within ICANN's remit if they are not directly related to names and numbers. Regarding privacy, I would be interested to know what is ICANN' strategy. If it is to lobby the EU for a wide open WHOIS, as mandated by the AoC, this may be an issue when engaging into partnerships with the local community and authorities. ICANN should unambiguously state which side they are on. As to defining what is geographical Europe, I think we should stick to the definition of the geographical regions in the ICANN context. As imperfect as it may be, it is the one the ICANN community understands. It is not ideal, but introducing still another definition may confuse things even more. Dear all, Thank you very-very much for your patience with waiting for my response – I really had no possibilities to answer you earlier. Just now I am analyzing two documents: European Strategy Consultation ICANN 47Durban, Thursday 18/07/13 *European **Strategy Consultation ‐ ICANN 47, Durban* These documents were sent to me by informal ways – I really highly appreciate all your contributions! This is also my unofficial response – I will not change my mind, but I will highly appreciate all your advice on the form of expression of it) The first document is unknown for Google. It means that without my personal contacts with you I could not receive information on this event and on this project (as well as Michael Yakushev, member of ATRT2, representative of Russia). I did find the second document on-line (with the help of Google), but I would like to return to the first one. I am extremely interested in the list of participants of this informal meeting. First of all, thanks a lot to Wolf Ludwig, who did his best to prevent my own personal participation in this meeting. I did not see him or newly appointed EURALO Secretary Yulia Morenetz among participants of this meeting. I need to know why? You are not interested to engage them or they are not interested to be engaged? Next question. Ukraine and Russia engagement. I have a lot of letters to write about it. And I did. What do you need from us? Just to buy Microsoft licenses? If yes, I am not your supporter. Next question is about ICANN speakers engagement in national events. I am IGF-UA catalist. I steal this title from Marilyn Cade, with our Ukrainian specialties. I do not have money to organize our IGF-UA IV (3 October). I will do my best to organize Second International Forum “Media for Information Society”. I highly appreciate Olivier Crepin-Leblond, Sebastien Bachollet, Michael Yakushev, Leonid Todorof and others participation in that event. This one we would be happy to devote to issues of transparency and accountability. I asked for Sebastien's participation as ICANN speakers at July 26. I did not receive any answer. I repeated my request later, and I did receive - Dear Ms. Prykhodko - Unfortunately, ICANN will not be able to participate in the 2nd International Forum - Media for Information Society. We appreciate the invitation. Travel schedules make it prohibitive. Look forward to working with you in the future. Thanks, Violet I will pay for Sebastien's participation from my own pocket. But please, do not repeat again about your willingness to hear our voices. Best regards, Oksana On Sun, Aug 11, 2013 at 11:42 PM, Christopher Wilkinson < cw@christopherwilkinson.eu> wrote:

Christopher, Thank you - very useful comments, and with a positive tone (something that's always in deficit around mailing lists:-)! My two cents for the region - ICANN geographical regions were defined long time ago, and there are countries that have issues with that division. Hopefully, the community work in that matter will come with some conclusion and solution. I'm on vacation these days, so might come with more comments later. Nigel may contribute as we'll - as he always does! On Sunday, August 11, 2013, Christopher Wilkinson wrote:
