Dear all, as you may have noticed, we received an ALS application from the Austrian Computing Society Association based in Vienna some time ago. Meanwhile, Staff conducted the usual due diligence procedure. And as ALAC usually proceeds with applications, our community / EURALO is now asked for its regional advice on the applicant before a decision / certification will be taken by ALAC. Just FYI, I know the applicant by various personal contacts since summer 2014 and they have participated in some ICANN meetings. If no objections regarding this application will be raised on this list until *Sunday 8 May*, our regional advice to ALAC will be positive = recommending to certify the applicant. What is the « ICANN AT LARGE STRUCTURE » that « will be co-organised »? What are the links between OCG (or/and WZRI) with ISPA and FCC? Maybe that not relevant concerns. But I prefer to raise them. Sébastien, bon soir. I am behind both initiatives - having a quite different focus. The WZRI - Vienna Centre for Legal Informatics - is an association of experts in legal informatics, strongly working with the University of Vienna (and other universities), mostly interested in internet governance and legal issues of the Internet. There are some subgroups, spreading out in Central Europe, and organising a big conference (about 300 participants). The Austrian Computing Society is much bigger, has a stronger membership and would like to include Internet Policy as a part of its work on information technology in society. It should also reach out to the European Computing Societies CEPIS. The interest is more focused on the technologies of the Internet and Internet Security. In practice, all ALS in Vienna and Austria should work together to improve participation, and we consider a joint platform, also with the at present better organised Internet Governance Forum Austria (Federal Chancellery, ISPA, NIC.AT etc.). The Austrian Computing Society (OCG) consists of more than 1400 members coming from science, public, industry and covil society.. Membership is open to all; OCG is encouraging young members (e.g. low membership fee, promotion programmes etc.). As mentioned, individual members have the decisive power in the OCG. Although institutional members can nominate the half of the members of the Board of the OCG, individual members can vote for the same number of Board members. In practice, Board Members representing one of the organizational members are taking part in deliberation and voting in a personal capacity. The OCG Board decides according to a quorum of participation and majority. In practice, decisions are mostly taken by consensus. The influence of an organizational member consists in a role of participation in the Board. A single strong influence is impossible due to consensus practice and the majority requirements of the Board (nearly impossible to get all organizational members on a voting ticket + some board members for individual members). We kindly ask you to provide us with the regional advice for this ALS in your capacity as EURALO Secretary. Your advice will support the ALAC review on this application.
According to our timeline for ALS applications the due date for the regional advice was the 27th March 2016, we experienced delays in exchanging with the applicant. Ideally therefore, to remain within the 3 month timeline set for ALS applications, Regional Advice received with a deadline of the 16th May 2016 would be perfect. If EURALO community members need further deliberation time, this can, of course, be extended.

Dear all, coming back to my previous mail from last week in this matter (see below). Meanwhile, I have seen some clarifying questions on the candidate by some members, particularly from Sébastien and Christopher, asking about the differences between the WZRI (Vienna Centre for Legal Informatics) and the Austrian Computing Society Assoc. and their membership which were answered by Erich Schweighofer, representing WZRI. But I haven’t understood these questions as formal objections after more infos were provided by Erich accordingly. If my interpretation is right, there were no formal objections from our members during the consultation period until Sunday, 8 May regarding the application of the Austrian Computing Society Assoc., based in Vienna, Austria, and our regional advice to ALAC therefore will be *positive* = recommending to certify the applicant. Dear all,
as you may have noticed, we received an ALS application from the Austrian Computing Society Association based in Vienna some time ago. Meanwhile, Staff conducted the usual due diligence procedure. And as ALAC usually proceeds with applications, our community / EURALO is now asked for its regional advice on the applicant before a decision / certification will be taken by ALAC.
Just FYI, I know the applicant by various personal contacts since summer 2014 and they have participated in some ICANN meetings.
If no objections regarding this application will be raised on this list until *Sunday 8 May*, our regional advice to ALAC will be positive = recommending to certify the applicant. Thanks for your consideration and
