Having read the proposal, I would have a few preliminary comments: 1. "Substantial Public Interest Deficiencies": In such cases, the ultimate custodian of the public interest IS the ICANN Board, as advised by At Large and the GAC. In which case, if there are still "public interest deficiencies", ICANN has no business to be delegating the gTLD in the first place. The idea that ICANN can do whatever it likes and then pass off the Public Interest to PABs and such like is absurd (particularly in view of the PICs). 2. Should anything like this go ahead, the costs of PABs must be fully born by ICANN, NOT by the new gTLD applicants. Should ICANN wish to recover the costs from the gTLDs concerned, that is their affair. 3. "PAB applicants who are NOT accepted … " Oops! Who, exactly is going to be doing the accepting, or not of the membership of these PABs? So, we might also have a 'neutral third party' ombudsman lurking in the background. Hello all, as a follow-up to this - the matter was discussed on the EURALO call tonight during the Policy Development part of the call. The ratification of the ALAC motion is for opening an ICANN-wide public comment period specifically about those proposed Policy Advisory Boards. So there is going to be a Public Comment period open about the subject, where Christopher, and I hope many others in Euralo, will be able to post a comment about the PAB proposal/concept. This Public Comment Period will also allow individual GAC members to be able to comment on the matter too, just like all members of the community.
