Fwd: The role of WGs in the EURALO CIP document and in the RoP
Dear all, On September 30 (2024) I proposed to add some rules of establishing WG/TF/special committees (please find my proposition in the forwarded letter below). I do not see this proposition in the "clear" version of EURAPO RoP. Does it mean that someone rejected my proposition? If yes, who rejected it? Just in case, I am a EURALO Board member, and in EURALO Board meetings we did not discuss this proposition. Dear Sébastien, I’m sorry for your loss. I would like to say that the situation with Working Groups isn't clear enough. I support the proposition to create WG on Internet Governance and multistakeholderism in time of war and I hope that such WG will be created at last. Dear Sebastien, Sorry for your loss. Dear Volodymyr, Thank you for your support. Dear all, Many thanks to all of you who participated in the EURALO development process. In 2016 EURALO created EURALO Bylaws Task Force (I was member of this Task Force, and you can find the list of EURALO Bylaws Task Force here https://icann-community.atlassian.net/wiki/spaces/EURALO/pages/105520705/Tas... Olivier moderated this Task Force, each proposition was discussed in an open and transparent way, and each time our team (with the help of Olivier) found a way to reach consensus. In 2019 EURALO adopted EURALO Bylaws. It was supposed to create a new Task Force/Working Group/Special Committee to elaborate EURALO Rules of Procedures. I would be happy to participate in such a Task Force/Working Group/Special Committee. Instead in 2023 we received "ready" RoP (with a lot of controversy to EURALO Bylaws and other documents). In July 2024 EURALO created EURALO CIP WG (I was a member of this WG), and Frederic excellently moderated it (again we discussed each proposition and reached consensus). It was surprise for me to know that *"EURALO has established working groups and/[or] processes to effectively plan, prioritize, and address its goals and priorities each year. These processes ensure that EURALO operates efficiently, supporting its purpose and strategic objectives".* But I really support this idea. For the fourth year I propose to create WG on Internet Governance and multistakehoderism in time of war. This proposition is rejected (by whom?). To prevent such situations I proposed an open and transparent way of the creation of WG. This proposition was also rejected. I am a member of the EURALO Board, and the EURALO Board did not adopt such a decision (to reject my proposition). I think that the process of the editing of EURALO RoP is not fair and that is why I refuse to participate in this voting. I cc this letter to the ICANN Ombuds office and I ask to consider it as my official complaint.
