The Centre for Law and Democracy have just finished a final draft of the Charter Commentary (going through each article in the Charter and analysing the current state of international law in relation to them). . It's labelled as Version 2.0 because as international law develops in this area, the document will be developed too.

It is a really useful document for any person who is interesting in developing human rights debates about internet governance issues.
