Dear Wolf & Yjro: I heartily endorse your letter. I also support Olivier's suggestion that this be shared with the RALOs.
When it is presented to the ALAC, I shall urge its official adoption as an Advisory from the ALAC to the ICANN Board.

thanks to Roberto and Manuel for their valuable feedback so far what I included into Yrj??s draft (see below). If no further comments or suggestions are received on this list until coming Sunday, let me suggest that At-Large Staff will forward our draft letter by the beginning of next week to other RALOs (AFRALO, APRALO, LACRALO and NARALO) for review and further comments.
The RALO-endorsed draft can then be submitted to ALAC for final approval, as suggested by Olivier.

As you might know, a number of people who intended to participate at the ICANN meeting in Toronto experienced visa problems, and some of them missed the meeting altogether. Of course, the granting of visas is the sovereign right of the host country, and there is very little ICANN can do when such problems come to light, typically very close to the meeting.
However, ICANN should be a concerned when its essential structures and the bylaws-mandated balance of their composition are affected by visa problems. This is what happened in Toronto, when three of five ALAC-appointed members of the 2013 Nominating Committee were not able to participate at the committee's kick-off meeting. They were from Sudan, representing Africa, Moldova, representing Europe, and from Armenia, representing Asia and Asia-Pacific. A fourth NomCom member, a Kenyan representative of the GNSO business community, barely made it, having received his visa at the last moment.
ICANN's globalization and its endeavour to be inclusive and representative of all regions of the world should not be held hostage by the whims of visa policies of the host countries and bureaucratic delays in their implementation. We know that Wikimedia is also conducting a global annual meeting ? the Wikimania ? which is hosted subsequently by a another chapter in a different country. They have managed a full participation even in countries with severe visa conditions (like US, Europe or Israel) by earliest arrangements possible (around a year ahead) with the host country representatives and authorities.
The ALAC respectfully suggests that in the future, as part of the selection process of future meeting venues, ICANN sets as a condition that the potential host organization presents a firm commitment of relevant immigration authorities to facilitate the granting of visas to all members of the NomCom and other participants designated as essential by ICANN.

Earlier today (Dubai time) in response to several reports that the ITU website would be attacked this weekend, we released a statement saying, amongst other things, that "such actions would be wholly counterproductive, making it more difficult to have the kind of collaboration and thoughtful discussions that are needed at this critical point." We obviously do not support these attacks and being a principled organization, we could not sit here in Dubai and not comment.
It has been welcomed by many here, including the ITU leadership.
The statement has been posted on our website, pushed through social media channels, etc. The statement is below and is on our home page as well.

Internet Society?s Statement Addressing Reported Attacks Against the ITU Website
The Internet Society releases the following statement from President and CEO Lynn St. Amour:
?The Internet Society is a strong proponent of openness, transparency, and collaboration. Actions that disrupt these principles and impact dialogue or collaboration are counterproductive to an open and globally accessible Internet.
The World Conference on International Telecommunications (WCIT) is an important event that the Internet Society hopes will contribute to greater connectivity and growth in international telecommunications. We have openly expressed our significant reservations about some of the proposals at WCIT, and this does not shake our foundational belief that an open dialogue between a broad spectrum of stakeholders around the world is the best way to ensure the continuation of the Internet?s growth and evolution.
Currently, numerous media reports suggest that attacks are being planned against the International Telecommunications Union (ITU) website to disrupt the WCIT proceedings in Dubai. Such actions would be wholly counterproductive, making it more difficult to have the kind of collaboration and thoughtful discussions that are needed at this critical point.
We urge everyone to take positive action to have their voices heard, not to restrict the very medium that amplifies that voice. Show your support, and help our collective cause by contributing constructively to a global conversation.
