Dear Colleagues: With respect to the candidates for the 2 ALAC seats, when sending the statement of your experience, and your view of what you could provide as an ALAC representative of the European constituency, could you also confirm the ALS which you were a member of as at the deadline for expressions of interest / nominations for the ALAC seats of 20th April 2007. This is in relation to the qualification for ALAC representatives as provided in the MoU, Clause 5.4.1: "The EURALO will choose two (2) individuals to serve as representatives on the At Large Advisory Committee (ALAC) and other bodies as appropriate in the terms specified in the ICANN Bylaws. The voting rights shall be determined by the EURALO. The selected representatives must be members of different ALSes, must have their principal residence in different countries of the region and their nationalities must be different, save always that the EURALO may define additional diversity requirements. Selected representatives will have the responsibilities described in the ICANN Bylaws. My understanding is, that recognized ALS can nominate also individual candidates for the ALAC which are not a formal member of the ALS. In the case of Veronica- she does not herself represent an ALS - I proposed her to be an ALAC candidate and insofar it would be the Media City Leipzig e.V. as a recognized ALS which she would represent. I have been deeply involved in the Internet world since 1994 with my SNCF experience, where we launched www.sncf.com, today the first e-business web site in France. We also developed a comprehensive programme to allow employees to be connected and to use Internet technologies (TCP/IP, Domain names ) such as Intranet, e-mail inside the company and with outside companies and individuals During the 20002003 period, I was Deputy General Manager of CIGREF (Club Informatique des Grandes Entreprises Françaises) and I have represented Cigref and business users in the Internet Governance field at all levels: France, Europe and world-wide. In ICANN, Cigref has been a member of the Business Constituency since the beginning. I was in charge of organizing an annual meeting for about 100 CIOs from different European countries and setting up a network for European CIOs. I also participate, in a personal capacity, in ICANN to the New TLDs Evaluation Process Planning Task Force and to the Assistance Group of the Evaluation and Reform Committee for the formation of the ccNSO. In France I represented Cigref at AFNIC. I work actively in the organization by Isoc France with the help of Cigref, Medef, and CCIP of European Global Event on domain Names and address systems on Internet, know now as EGENI Europe held in Paris in June or July 2002 to 2006 with an audience of more than 250 participants.. In 2006 with Isoc Morocco we launch EGENI Africa. This year meeting was held in Paris around the French elections with both leaders of political French organizations and international organizations, and around cooperation between France and Africa. Now that you know me better and you know some of my involvements, I would like to tell you more about the some of the raisons why I am candidate for ALAC. 1/ I think it is an important step that ALC become a real elected body with the finalisation of 4 of the RALO - hopefully the 5th one will come soon. 2/ It is important that ALAC became able to elect board member(s) in the future but I think it is also very important that At-Large members take advantage of this very unique position of ALAC within the overall ICANN organization. We are the only structure with no specific topic. We can have a voice and therefore give the voice of the individual users - on any subjects link with the ICANN responsibilities. 3/ We need to work with other constituencies, supporting organisation and advisory committee and of course with the other Ralos ;). 4/ TLDs: it is important to know why we want and need new TLDs, what type of TLDs (generic, sponsor, cultural, geographic (including cities) ), when We need to find the best balance between more competition and a still understandable and usable domain names space. (It is strange to have all the major gTLDs asking at the same time an increase of the prices!). 5/ IDNs: A lot of discussion already but here also we need to find the best balance between more language possibilities and a still understandable, workable and usable domain names space. 6/ I will stop now. Because it is already a too long message and I hope that we will be able to discuss each of those topics and other together.
