Dear IRT,

Thank you all for your time and feedback on draft responses to threshold questions. With three sessions remaining in our work plan on the 3 threshold questions  we would like to address the remaining candidate questions that are shown in the IRT Threshold Question tracker..   

Please review our proposed assessment and handling of the following candidate threshold questions, as found in the IRT Threshold Question Tracker. Please reply to this message on the list if you have any objections by Monday, 3 Feb 2025.

• TQ.D: (Unclear objectives around Illustrative Disclosure Framework for IP requests). GNSO Guidance may not be needed as clarification of the objectives for framework are in Annex B of final report. 

• TQ.G: (Conflict with Transfer Policy Recommendations). This does not appear to be a threshold question, but is a coordination concern and would be useful to consider for further discussion during implementation. This has been a noted topic in implementation tracker for reference.

• TQ.I: (GDPR Changing the landscape) This focus of this candidate threshold question appears to be duplicative of content already included in the drafting of TQ.A: Definitions & Industry use. 

• TQ.J: (Higher risk of inadvertent publication of a customer’s details in the course of de-accreditation for unaffiliated providers?) Threshold Question appears to fall into clarifying questions and has been discussed in the industry practices session during ICANN81.

We are making steady progress and intend to focus our discussions in the upcoming session on Threshold Question 3 relating to disclosure frameworks.
