I'm not sure where the following fits, but I think it is essential that this be included in our deliberations.

Registrars are required to consider requests for registration data. They are required to apply a balancing test and other considerations. If the Registrar decides the request should be granted, what obligations does that place on the P/P provider? If no obligation is placed on the P/P provider, or if this is considered out of scope, it undermines the whole structure.

In my view, this IRT cannot complete its work unless it reaches a clear conclusion regarding the interaction between P/P services and a Registrar's determination of legitimate access.
