Certainly. Apologies if this appeared to be an ICANN org acknowledgement that 1 or more questions of Policy have arisen at this stage. That was not the intent. The survey asks whether one or more Policy questions exist, in the IRT’s assessment,
because that’s the procedural hook to refer questions to the Council once we are in the implementation phase. If there’s not a Policy question, there may not be a basis for asking for Council guidance (this is my personal understanding of the process, not
an official ICANN org position).
The reference to the WHOIS2 report was additional background only—not a basis for the IRT to use in deciding whether or not the Council should be consulted at this stage. The report may be of interest given its reference to this project,
including some of the topics we’ve discussed recently. I am not expecting the IRT to process this report between now and Friday.

Amy, can you specify what are the “one or more policy questions” referred to in the survey monkey poll?
You seem to be suggesting there is something in the Whois2 report that identifies these questions. If so, are we expected to have ingested the 176-page report in time to complete the poll by your Friday deadline?
