Thank you—this is exactly what we are looking for here, and I encourage others to chime in on this point, too. We have a lot of ground to cover in the implementation phase, and the frequency of meetings and the cadence we set will certainly impact the timeline.

 

We will be sending out a poll today to determine the IRT’s preferences regarding the frequency of meetings and preferred dates and times. I am making a note of your comments here so that we can discuss further at our working meeting in Hyderabad.

 

Also, so everyone is aware, this timeline discussion is related to a matter staff officially raised with the RrSG last week, https://www.icann.org/en/system/files/correspondence/namazi-to-bunton-21oct16-en.pdf. As most of you know, the 2013 RAA’s interim specification on Privacy and Proxy registrations expires on 1 January, so we (staff) are trying to be as accurate as we can in predicting the proposed completion date of this implementation so that we can propose a new expiration date for this specification.

I apologize for missing the initial meeting due to a conflict, but I've listened to the recording and want to echo some of the concerns that Michele and Chris mentioned.  The GAC advice on PPSAI in its Helsinki communique, ensuring the PPSAI implementation doesn't conflict with existing ICANN contracts, policies and procedures, and takes into consideration other jurisdictional issues will be complicated and warrant a great deal of discussion.  We want to get it right the first time.  Not knowing how often the IRT will meet affects the work plan.  Less meetings means work moves a bit slower.  Establishing a regular cadence for meetings planned in advance is critical to get good participation.  We need to figure this out and then match it to the framework timing.

 

I also think we need to consider:

  • Phases 3-4:  Given the public comment period that has been factored in, and that we won't really start work until January, it seems unlikely that the IRT can work through all policy issues by July 17.  In addition to the issues I mention above, we have to consider what all privacy/proxy services providers look like, will there be more than registrars applying for this program, and how does that affect the policy and program, etc.?
  • Phase 6:  It seems ambitious to deal with incorporating the public comments during this phase while also debating onboarding, metrics, etc., in just 3 months.
  • Phase 7-8:  The length of these phases seem ok but I think they need to pushed out to provide sufficient time to deal with phases 3-6.

Having not been on an IRT before, do the GNSO Council and Board approval aspects of the PDP also apply here?  If not, that's fine.  But if so, these periods seem to be missing from the framework.

Theo, to answer your question, the GAC advice was not discussed during this IRT call. Members of the GAC's PSWG have been invited to participate on this IRT and three have volunteered. The Board's resolution approving the Final Recommendations noted that the Board "will consider the GAC's advice and provide input to the Implementation Review Team for consideration in implementation planning."

The timeline seems indeed aggressive, has the GAC advise been discussed last week and how we as an IRT should deal with this? The board advice was pretty vague on that some weeks ago in my opinion.

Nobody is interested in delaying this process, but it’s better to do 
it once properly rather than try to rush it. There are quite a few 
other activities either ongoing on in the pipeline that require 
registrars input and action, so we need to be realistic about how much 
bandwidth people will be able to focus on this work.

be complete before the next round of new gTLDs
 
Multiple IRT volunteers cautioned about the need to consider
international data privacy and other laws throughout this 
implementation. Staff committed to a continued assessment of data 
privacy issues throughout this process.
 
Next Steps
 
Two sessions are scheduled at this topic for ICANN57—a presentation
of the overall proposal and an IRT working meeting. Staff is looking 
for volunteers for the IRT to participate in the “presentation”
session and we hope that all of you can attend the working meeting but 
for those who can’t, materials and recordings will be posted.
 
It was proposed that we have regularly scheduled IRT meetings. We
will discuss preferred dates/times/schedule at our next meeting at 
Hyderabad and then will set up the regular meetings.
