In reviewing the draft data escrow specification to determine what edits are required to move the specification out of the PPAA, the way this is done in the RAA, we saw that additional work was needed to accommodate the IRT recommendation that accredited providers should be able to escrow through an affiliated registrar. To make this work, some edits are likely needed to existing registrar specifications (at a minimum, to add information that would identify the PP provider and for the registrar to assume the responsibility for making the deposit). As this would impact existing agreements with registrars and escrow agents, review of those documents has to be done, as well as outreach to the escrow agents. This looks like a small change in the PPAA—simply cutting the specification and pasting it in a new document--but it has a ripple effect that is taking some time to work through internally.

Final reviews of the PPAA and all other related materials to determine whether any other issues need to be reviewed with the IRT prior to proceeding to public comment.

I can hear the frustration on the timeline. We’re doing everything we can to move this along while also ensuring that all the bases are covered.

Amy, can you provide any more detail on what documents are still being finalized ( I assume that is what you meant), and why the staff has found it necessary to cancel three meetings in a row and thus to jeopardize the overall timeline?
