To kick off discussion on your first question: Did the PDP WG intend for there to be a requirement that Privacy and Proxy Service providers notify a Requester, in a timely manner, of the provider's decision (1) to notify its Customer of the request and; (2) whether or not the provider agrees to comply with the request to Disclose or Publish? The answer is emphatically yes! We did not want to create a system in which the provider was required to make these two representations in its terms of service but would take on no responsibility to actually do these things. In that regard, note that the existing RAA specification requires those services covered by it not only to disclose their policies but also to "abide by" them. That is the status quo; what the accreditation system adds is that some of the content of those policies is specified - including the two examples given in your question. Talk to you tomorrow.....
