Thank you for sharing and a bigger thank you for your efforts and commitment in this important process improvement initiative.

I think the recommendations will lead us back to a more complete bottom-up process.

Just one comment: I was a bit surprised after reading the Findings section, specifically section 3.6, that Recommendation 6 did not reflect more directly to the findings in 3.6 (e.g. that generally a representative model seems preferable).

Again, thank you for all your work and dedication to this, I believe it is more than a step (maybe a leap) in the right direction.
