Yes, the draft response is based on the breakdown you managed to work out, and pointed out the difficulties of the original format. Thanks for rearranging it the way you did. That was extremely helpful.

Although the budget plan was structured rather poorly, I assumed the Council would rather focus in its comment more on issues affecting GNSO operations and policy development. However, if you would like to add additional feedback on the structure of plan, please make some suggestions. Having worked on it, you’re probably in a better position to address this than I am.

But I really worry about the way the data is structured on the original spreadsheet:
  • bundling all SO&ACs does not allow to look carefully at specific policy development support as opposed to other type of support to each SO&AC
  • bundling policy support with travel support makes things even more complicated
  • bundling all pdp´s in one single and incomplete list, without their respective time frames and lifecycle is really worrying for anyone sitting on the Council

In my view, it is a poor budgeting exercise, just randomly assigning monies to different budget lines so it look more or less well. And only shows the tendency to understaff and under resource very important community work

It is up to you to use the re-structured spreadsheet I developed or not, but it took me about 5 hours to be able to present the date in a form that would be more interesting for all SO&ACs and we should find another way to share it with them.
