As you will see, other than the background information on the Bylaws and the previous staff guidance, the new material is primarily the motion templates and the instructions for the Reconsideration Request Form. As was noted in the guidance provided by the original Bylaws Drafting Team, decisions in these types of actions can be taken under the existing GNSO Operating Procedures and via a motion with a voting threshold of a simple majority vote of each house. You also will note that the guidance and templates cover the GNSO action under Bylaws section 4.2 Community IRPs, as the guidance is the same as for 4.3 (advice provided by the GNSO Council to the GNSO’s representative to the EC Administration in the form of a motion), and only the motion templates and Reconsideration Request Form differ.
