Dear Julie, all Yesterday ( 12 August) the GRC met and discussed the proposed Guideline. Based on results of that discussion the GRC asked me to updating the redline version you circulated. The GRC members will be asked to take a look at the updated red-line version and inform you and the GNSO drafting team. All, I very much support Bart's approach to specify the role and scope of the SICT as well as its embedding within the related GNSO/ccNSO (councils) processes. It should be able to start working immediately after its constitution which needs some preparatory work of the councils (nomination of 2 members). I wonder wheter we should we should recommend at least to the GNSO council nominating "stand-by" members or a pool of potentials who could step in quickly on demand.
