Note that the new content reflecting the CCOICI deliberations and consideration of additional safeguards can be found in chapters 1 and 2. Chapters 3 and 4 reproduce the recommendations of the SOI TF. As discussed, it would be helpful if you could socialize the proposed approach to address the concerns around the exemption with your respective groups during ICANN77, as well as the additional background information the CCOICI reviewed and considered (see slides<https://community.icann.org/download/attachments/240617757/CCOICI%20-%20Exemption%20overview%20-%209%20May%202023.pdf?version=1&modificationDate=1685949398075&api=v2>).
