Expression of Interest (EOI) for the GNSO Liaison to the Customer Standing
Committee (CSC)
Dear [chair of
SG/C],
I would like to draw
your attention to the request for appointment of the members and liaisons to the
Customer Standing Committee (CSC). Per the Cross-Community Working Group
(CWG) on Stewardship the CSC is to be established to
perform the operational oversight previously performed by the U.S. Department of
Commerce’s National Telecommunications and Information Administration as it
relates to the monitoring of performance of the IANA naming function. The
scope of the CSC is available at https://www.icann.org/iana_imp_docs/43-csc-scope-and-responsibilities-v-v2.
From the GNSO
Council membership we have established the GNSO CSC Selection Committee, which
per the attached procedures will evaluate the GNSO candidates for the position
of the GNSO Liaison to the CSC and submit the top four candidates to the GNSO
Council for final selection. The members of the CSC Selection Committee are
David Cake, Heather Forrest, Susan Kawaguchi, Wolf-Ulrich Knoben, and Rubens
Kuhl.
I hereby ask you to
circulate the EOI and related documents within your Stakeholder Group and
Constituency. Also, I want to note that to allow time for the Selection
Committee to submit its selections to be considered by GNSO Council at its
meeting on 21 July, Expressions of Interest for the GNSO Liaison position
will need to be submitted by interested members of the GNSO community no later
than Friday, 15 July to the GNSO Secretariat. To assist
candidates, the Selection Committee has created the attached “CSC Expression of
Interest GNSO Template 17 June” that can be used to submit the requested
information.
A final point to
call to your attention is that all Expressions of Interests that are received
will be forwarded by the GNSO Secretariat to the CSC Selection Committee.

Thanks very
much, Julie, for the preparation.
Due to the
time limit and to the fact that people start travelling to Helsinki next week
I’d like to suggest that the letter should come from James – I’ve put him on cc
- and be sent directly to the SG-/C-chairs with cc to their related secretariats
as well as to the council members. The letter should be adapted accordingly (see
my suggested modifications attached).
I think
applications should be forwarded by the secretariat to the SelectCom only. After
the 15 July deadline the entire list of applications should be
published.
Hopefully
this doesn’t seem too complicated.

As we discussed
earlier this week, the goal is to resend the Request for Appointment
announcement and the EoI template to the GNSO Council on Monday, 20 June.
With that goal in mind, please see the draft email below for your review.
As attachments to the email we might include: 1) the CSC Request for
Appointment; 2) the EoI template; 3) the CSC GNSO Procedures; 4) the original
message from James; and 5) the timeline. Let me know if there is anything
else you think we should include, or if there is anything we should leave
off.
Also, let me know if
one of you would like to volunteer to send this message, or if you would like me
to send this on your behalf.
In addition, note
that the message says, “all Expressions of Interest that are received will be
forwarded by the GNSO Secretariat to the GNSO Council list as they are received,
as well as submitted to the CSC Selection Committee.” Please let us know
whether you agree with this approach or whether you think the submissions should
be made available only to the Selection Committee.
Finally, you will
note that we mention a CSC Update at the GNSO Council meeting in Helsinki on 30
June. It would be helpful if a member of the Selection Committee could
give that update (noting that Donna is not on the Selection Committee).
Please let us know if you would like to volunteer and I will be happy to assist
you with any materials.
It would be ideal if
we could get this on out on Monday the 20th as that is the deadline for
documents for the Helsinki GNSO Council meeting and as noted above this will be
an item on the agenda at that meeting. Alternatively, staff can submit the

Council list so that at least the document deadline is
met.
