I have been pondering how to thread the needle on our “promptly” discussion on the timing for ADC. I wanted to “smush” together what Volker had to say on our webinar yesterday about how most registrars do the ADCs at the same time they handle inbound abuse complaints for efficiency reasons with the BC’s desire to have a known deadline to start the ADC and the IPC’s desire to have a known timeframe to conclude the ADC. How about something along the lines of:
ADC checks should be conducted promptly following the trigger consistent with current ICANN Compliance guidance on how “promptly” is measured and defended in relationship to addressing DNS abuse complaints. Absent documented extraordinary circumstances, ADCs should be conducted concurrently with the domain name abuse complaint that triggered the ADC check and at a minimum, again absent documented extraordinary circumstances, that an ADC check must begin no later than 24 hours after the trigger and concluded no later than 72 hours after the trigger.
This is not meant to be an edict, just an idea that gets kicked around by the WG.
