ACTION ITEMS

• Leadership and staff to add text to balance of rights and interests of all those impacted involved in the rationale section and check language with Farzi and Small Team
• Staff to make explicit in the draft motion that all gaps will be covered in the Issue Report
• ALL: Review draft report and draft motion by 12:00 UTC Friday 1 August to meet Council motion deadline

2. Final Review Draft Report

• Discussed changes to draft report including the visualization of priority outcomes
• Discussion of addition to Recommendation 3 suggested by NCSG for API access. 
• API may be expanding beyond the scope of this particular report as it wades into the territory of the initial report or PDP. 
• Compromise position in the rationale to mention explicitly the need to balance the rights and interests of all those impacted/involved, but not to add to the text of the bullet itself

3. Final Review Draft Motion 

• Suggestion to add more explicit language that all gaps will be covered in the Issue Report
• Staff has 45 days to do the Issue Report, but staff aims to do it more quickly than that.
• Discussion about the small team convening to discuss other items not on the priority path to begin looking at those. Maybe it is better off to go back to Council if anything needs to be done.
• Caution about biting off a lot of parallel work. Trying to initiate a PDP and execute it as quickly as possible. Probably have less availability to do parallel work, this is a caution to support a small team while doing the issue report there can be finite resources
• Discussion of timeline of process with issue report, public comment, and final report
• Motion discussion as to whether or not to call out the timing for it to promote efficiency, but all of this is triggered normally through the operating procedures
• Possibly including in rationale that small team may reconvene, there is some support, but unclear how to include that in the text itself
• Draft motion is good to go after update
