The baseline is indeed the Initial Report, but before starting redlining we incorporated the clean version of each of the recommendations as it could be found at the top of each google doc that you reviewed
during homework week which are still accessible (see
https://community.icann.org/x/K4LsBw under the archived column, it also includes the redline version compared to the Initial Report version). The redlines that you see in the draft Final Report in relation to the recommendations are the result of the changes
applied by the Staff Support Team in response to the input provided, and as documented in the input review templates. Apologies for not making that clear and hopefully that makes sense as it would have otherwise become very difficult to review what changes
were applied in response to the cannot live with and minor edits provided.

I want to make sure I understand what is in the redline proposed final report (https://community.icann.org/display/EOTSFGRD/g.+Draft+Final+Report+-+Phase+2?preview=/132940331/137921078/EPDP%20Phase%202%20-%20%20Final%20Report%20-%2010%20June%202020.docx).
The baseline for this document is the initial report? It then incorporates as redlines all the changes in the proposed final recommendations the working group did it’s can’t live with review against, and then on top of that it also incorporates the staff
proposal for how to address can’t live with items except in cases staff felt additional discussion, agreement or clarification was needed?

Dear EPDP Team,
First of all, thank you all for your careful review and constructive input on the Final Report recommendations. The Staff Support Team has gone through all your input and, in consultation with leadership,
created a review template for each recommendation in which we have documented how it is proposed that your input is dealt with (see
https://community.icann.org/x/K4LsBw [secure-web.cisco.com]).
In many cases, it has been proposed that changes are applied where these do not appear to result in substantive changes, but instead add further clarity and specificity to the recommendations. In a number
of cases, further guidance is needed from the EPDP Team to determine if / what changes need to be made, and in a limited number of cases it is suggested that no change is warranted because either the concern has already been addressed elsewhere or it concers
an issue which was extensively discussed and where no new information has been provided that is likely to change the views of others. In certain cases we made assumptions based on the EPDP Team’s deliberations to respond to clarifying questions. Of course,
there may be instances where we got this wrong and as a result, the ask is for each group to review the templates and indicate in the table at the top, the proposed actions / responses that have resulted in a ‘cannot live’ with item for your respective
group. As you identify these, we do ask you to provide specific suggestions for alternative language that would address your concern (as well as the original concern raised). Note, there are also a couple of items where we have asked groups to provide
some further detail in relation to their concern / proposed change to determine how to best address it.
You are strongly encouraged to review the input review templates together with
the draft Final Report [secure-web.cisco.com] in which we have applied the proposed changes in redline format so that it is easier to see changes in context. Do note that there is a significant amount of redline, but this is also partly the result of moving
things around and removing duplication.
The deadline for flagging items that need further discussion (in addition to those already flagged) is
Monday 15 June.
During the next EPDP Team meeting (Thursday 11 June – see agenda below), we plan to go into a little bit more detail and answer any questions you may have.
